Rachelle L. Anderson, P.E., L.S.I.
Rachelle is a native of the Torrington area and came to work for BenchMark of Torrington, P.C. in 2006. Rachelle graduated from the University of Wyoming in 2003 with a B.S. in Civil Engineering. While in college, she worked for BenchMark part-time, gaining experience in boundary and topographic surveying, and also on the WYDOT Design Squad. Upon graduation, she worked for the Natural Resources Conservation Service where she gained experience in pipeline design and hydrology. In 2025, Rachelle obtained her Certificate in Cadastral Surveying from the University of Wyoming and received her Land Surveyor Intern Certification in 2026.

Rachelle has done large planning studies for sewer systems, including:

Preliminary Engineering Studies for the West Highway Water & Sewer District and the Hawk Springs Water & Sewer District

Design and Construction of entire new sanitary sewer collection and treatment system for the Hawk Springs Water & Sewer District
Rachelle also has extensive knowledge in water rights, and has completed a variety of projects in Goshen, Niobrara, and Laramie Counties.
Additionally, Rachelle has completed several elevation certificates and Letters of Map Amendment to remove properties from the floodplain.
Rachelle worked with Niobrara County to update their Land Use Plan, and is currently working with them to update their Planning and Zoning Regulations.
